Does resizing keep the transparent background?

Yes. The output is PNG with the full alpha channel preserved - transparent stays transparent.

Why does small text look fuzzy after resizing?

Text rendered into pixels can't scale down perfectly. Resizing by exact halves (50%) minimizes it; for UI mocks, re-export from the design tool at target size when you can.

Will the file get smaller too?

Yes - PNG size tracks pixel count closely. If you need even more savings, follow up with the PNG Compressor.
